This position works with SMUD’s Power Academy to help ensure we are meeting the requirements outlined by DMV, DOT, OSHA, or ANSI. It manages SMUD’s Entry Level Commercial Driver’s Training (ELDT) program and coordinates our drug and alcohol testing program as required by the Department of Transportation. The position coordinates and performs regulated drug and alcohol screenings. It assists with equipment familiarization training and delivers defensive driving (SMITH Systems), traffic control and flagging, drug and alcohol awareness, entry level commercial driver’s, and other training relating to operating SMUD motor vehicles. A Class A Driver’s license is required for this position (see minimum qualifications). This position will also be responsible for adherence to compliance regulations specific to the areas of responsibility mentioned above. The position coordinates and works with external vendors to satisfy SMUD’s need for services in the areas of commercial driver’s training and drug and alcohol collection procedures. It assists in the creation and management of vendor contracts as needed.
To coordinate and deliver/document equipment in-service and/or familiarization training programs for SMUD personnel that meet regulatory and safety requirements and enhance employee skills, knowledge and career opportunities; work with vendors and subject matter experts to identify training needs for personnel; provide or arrange training for all SMUD equipment operators to insure the qualified operator training requirements outlined in DMV, DOT, OSHA or ANSI regulations are met; manage SMUD’s compliance and inspection programs including but not limited to the DOT and DMV testing and compliance programs to insure regulatory compliance.
Serves as a journey-level resource in a relevant professional discipline; works independently on projects of minor to moderate complexity; exercises independent judgment and discretion within established guidelines.
- Supports SMUD’s skills and knowledge needs by identifying training opportunities; performs needs and skills assessment, feasibility studies, and training gap evaluations; researches training programs and software to meet identified training needs. Delivers safety procedures and policies training, including but not limited to SMUD Policy, DMV, DOT, OSHA, ANSI and/or other regulatory and safety related training.
- Ensures SMUD and designated personnel maintain certifications and designations necessary to adequately and safely train on and operate all SMUD vehicles and equipment.
- Delivers or facilitates familiarization training to staff in the safe and proper use of new equipment and vehicles.
- Interprets Federal, State and regulatory agency rules and regulations and provides guidance and input to management.
- Supports unit training initiatives by designing and developing training courses; reviewing, evaluating and selecting videotapes/films/written training and educational materials to supplement in-house training and education programs; designing and developing programs based on performance gaps; designing and developing course content specific to new hires; and reviewing lesson plans and course content to ensure technical and non-technical training needs are addressed.
- Facilitates training programs by conducting and/or coordinating course instruction; scheduling personnel for assigned training sessions; arranging for facilities, equipment, and announcements; tracking attendance; producing material; coordinating programs presented by outside trainers; and conducting post-course evaluation.
- Ensures all training activities and compliance related documents are properly documented, recorded and/or filed to ensure compliance and proper record keeping. Maintain employee and record confidentiality as needed and outlined by SMUD or regulatory policy.
- Assesses the needs for training program enhancements; evaluates the effectiveness of current offerings and consults with staff to ensure existing training is meeting both departmental and SMUD needs and quality standards; evaluates new technology and incorporates into training curriculum; develops and monitors performance measurements, metrics and performance plans related to training operations.
- Assists in planning, reviewing and conducting work activities and researching required project information associated with department internal/external projects in accordance with established task objectives and schedule as outlined in the project plan/contract.
- Performs other related duties as needed to include working outside of typical business hours when necessary.
- High School diploma or equivalent
- Three or more (3+) years of progressively responsible relevant work experience in the support of or familiarization in developing, implementing and/or facilitating training plans in the area of operation, repair and/or maintenance of vehicles and equipment, DOT/DMV or other related field.
Methods and techniques for training staff; concepts related to evaluating and recording performance results; performance measure development and application; procedures and practices for scheduling, monitoring and managing projects; techniques and terminology associated with SAP and software applications; methods and techniques for report preparation and writing; techniques and strategies for public speaking; procedures and practices for overseeing contractors and vendors work activities; characteristics and operational needs of various organizational units; fundamentals and practices of program evaluation; methods and techniques for record keeping; the safe use of operation of automobiles, trucks and specialized mechanized equipment used in electric utility construction or related vehicles equipment; processes and practices related to business unit operation and maintenance; concepts of technical training standards and requirements associated with work processes; methods and techniques used to track technical and non-technical skills, safety policies, practices and procedures; applicable laws, regulations and standards including but not limited to DMV, DOT and Cal/OSHA; operation and inspection procedures for commercial vehicles; safety precautions for services and office personnel; effective communications; persuasion techniques; use of personal computers and applicable software programs such as Excel, Word, Access, and SAP; training methods and practices.
Assess and coordinate training needs for staff; provide input to performance evaluations for the work of others; develop innovated or creative ways to solve problems; research, evaluate and provide recommendations to achieve business unit objectives; develop and conduct oral presentations to internal/external audiences; teach individuals or groups in a classroom or work area environment; use teaching and presentation materials and software for effective communication, understanding and retention; identify the best teaching techniques to use on a wide variety of subjects; use one’s own judgment; take initiative and make sound determinations; facilitate development of teams; motivate employees and resolve conflicts when they occur; coach and mentor personnel in the training area; translate complex terminology into non-technical terms; prioritize work with multiple internal customers; express ideas/facts clearly and concisely to individuals or groups, taking into account the audience and nature of information; plan, design and implement technical training; work with equipment operators, vendors and equipment manufacturers to identify and resolve equipment operational problems; drive and work safely; train and instruct others in the safe and proper operation of new and existing equipment and vehicles; prepare training schedules; serve as a reference person for other employees; establish and maintain effective tracking systems for skills and knowledge inventory; direct and coordinate the work of others involved with technical training; utilize a personal computer, systems and software relevant to the job; communicate effectively orally and in writing internally and externally; establish and maintain effective working relationships internally and externally; diagnose problems, assess causes of equipment failure or wear, and recommend corrective action; effectively collect and evaluate transportation data and plan a course of action. Write safe and effective work procedures and training manuals; interpret and apply SMUD policies, procedures, and safety program requirements.
- Two years of college or a trade school degree with coursework in developing and implementing training plans related to the electric utility industry or other related transportation fields.
- Aerial, Crane, Derrick, and forklift experience.
- Familiar with DOT, OSHA, Federal Motor Carrier Safety Administration (FMCSA), and Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations:
- Title 49 of the US Code of Federal Regulations
- Equipment Operating and Training Experience / communication skills.
- Experience with program management or coordination.
- Familiar with concepts of defensive driving.
- Contract management experience.
- Certified federal drug and alcohol collector or experience coordinating a drug and alcohol screening program.
- Proficient with Microsoft office applications suite Word, PowerPoint, Excel, outlook, and Teams.
- Must possess a Commercial Driver’s License and be free of major moving violations for at least 2 years prior to assuming the role.

This role will be an on-site role that will require being in person at one of SMUD’s campuses daily to complete work tasks.
