Description
The City Manager’s Office of Innovation and Economic Development (OIED) administers the Small Business Assistance Program (SBAP). OIED is seeking specialized multiple technical assistance providers (sTAPs) to become on-call contractors that can deliver specific business services to Sacramento-based small businesses and entrepreneurs.
The SBAP is focused on inclusive and equitable economic development and small business assistance services. The SBAP invests in Sacramento’s Property and Business Improvement Districts (PBIDs) for outreach and engagement activities to build relationships with small businesses and entrepreneurs, assess their needs and connect them to relevant programs and subject matter experts to help them start and grow their business.
The role of the sTAP is to work directly with businesses referred to by OIED staff to resolve a business-specific need. The sTAP will provide in-depth assistance and implement recommendations to improve their business. OIED is also funding a core TAP (cTAP) that will provide general technical assistance and refer businesses to the sTAP for more extensive assistance.
The sTAP will be partially funded from one-time federal American Rescue Plan Act reinvestment funds and a U.S. Small Business Administration grant to the City of Sacramento.
The City intends to award contracts to multiple sTAPs; however, it may choose to award none as the City deems it necessary to meet its needs. In addition, the City will rely on this RFQ to contract with new sTAPs should additional funding become available.
The proposed budget for this project is not to exceed $300,000 for two years, but with the potential to utilize the approved list of consultants for an additional year, should other funding become available.
