Description
The City of Sacramento, Department of Public Works is soliciting proposals to: contract with a vendor to conduct route reviews of residential waste containers as required by California Senate Bill 1383 to identify contamination and provide education to residents on how to properly sort their waste. Route reviews are required by SB 1383 to address contamination in the garbage, recycling, and organics waste streams so materials that can be recycled and reused are not disposed of in landfills. Additionally, the vendor will evaluate the City’s current contamination monitoring and noticing procedure and provide recommendations to decrease contamination, as well as record and report the participation rate of the recycling and organic waste programs for each route.
The City of Sacramento provides waste collection services to approximately 134,000 residential accounts including single-family homes, duplexes, triplexes, and fourplexes, as well as condominium communities and mobile home parks. SB 1383 requires jurisdictions to monitor contamination and educate residents through conducting either waste evaluations or route reviews, which consist of checking containers on each garbage, recycling, and organics route annually, providing education on source-separation if contamination is identified, and keeping records of the findings. The number of containers per route to be inspected is determined by the jurisdiction.
In response to the Request for Proposals, the City anticipates receiving competitive pricing as well as an assurance of quality services.
The City intends to award one contract, however, it may choose to award additional contracts as the City deems necessary to meet the City’s needs.
The proposed budget for this project/contract is: $200,000.

The selected contractor will conduct route reviews on all residential garbage, recycling, and organics routes within the specified time frame. The vendor will be provided route maps and perform reviews on a specified number of addresses and within the specified areas of each route. Route reviews involve flipping the lid on containers that are set out for collection to check for contamination and recording the findings. Any contamination observed will be photographed. The vendor will leave a tag on each container that is checked, leaving either a notice that no contamination was observed, or a notice that contamination was observed that notes the contaminant(s) and the correct container for that material. The vendor will also record if the recycling and organics cans are set out for each address reviewed.
Recyclables such as cardboard, plastic bottles, cans, and printer paper are collected in the blue recycling container. Food scraps, food-soiled paper such as used napkins and greasy pizza boxes, and yard trimmings are collected in the green organics container. Non-recyclable and non-compostable items such as diapers, pet waste, plastic film wrap, and Styrofoam are collected in the gray garbage container. Note: Some older garbage containers on routes may be other colors (black or green), so the vendor will need to assess each container before checking the contents. Garbage and organics containers are collected on a weekly basis while recycling is collected bi-weekly, and all containers are collected on the same service day, with the exception of accounts with bin service. The City provides collection service Monday through Friday. In addition to residential curbside containers (32 gallon, 64 gallon, and 94 gallon cans), the City also provides residential bin (dumpster) service for garbage and recycling for certain residential properties. Garbage bins are purple and recycling containers are white in 2 cubic yards through 6 yards. Bin service is provided more frequently than containers and bins are serviced several times a week, while containers are serviced once a week. Vendor will work with City staff to gain access to locked bin enclosures and bins.
The selected vendor will be required to use a mobile route review software program to conduct the route reviews, record the information required by SB 1383, and provide data and reports to the City. The City will work with the selected vendor to ensure the program can collect additional information as desired, such as participation rate in the recycling and organics programs.
The term of the agreement shall be one year with four one-year renewal options.
