Description

Scope of Services
The City of Sacramento (“City”) is seeking interested and qualified entities to submit their qualifications to partner with the City’s Department of Community Response (“DCR”), Office of Community Outreach to provide the operations of the Roseville Road Campus site.

In July 2020, Sacramento City Council directed the creation of the Department of Community Response (DCR) to establish an alternative response model for 911 calls that do not require a traditional police officer response.

Since July 2021, DCR has established an alternative response protocol via the City’s 311 system. Neighborhood Resource Coordinators (“NRCs”) respond to 311 calls for service throughout the City of Sacramento and provide resources to individuals experiencing homelessness.

Currently, the City operates the Roseville Road Campus (“RRC”) at 3900 Roseville Road. With 40 trailers and 61 pallet homes, the Roseville Road Campus has a maximum capacity of up to 242 individuals. Security must be made available onsite 24/7 to maintain the safety of clients and staff. Security will not be provided by the City.

The City and Department of Community Response is seeking one operator of the site. Services to be provided at the RRC include providing individuals experiencing homelessness a safe space to stay overnight, introducing them to the Continuum of Care and assisting participants with enrollment into mainstream services and triage into appropriate shelter and housing programs in the community.

The RRC shall be operational 24/7 with an appropriate client/staff ratio. A program manager or the equivalent must be available to DCR management 24 hours per day.

Referrals are made directly into the program by only DCR staff. Dependent upon availability and upon approval from DCR Management, clients will be transported to the RRC during intake hours. Pets are allowed and limited to 50% of available pallet homes only (30 pallet homes), 2 pets maximum per pallet home.

Maintenance and janitorial upkeep of the campus will be the responsibility of the contractor and will be reimbursed on a monthly basis. Funding is available for one year of services, with the option to extend for four additional years.
