Background:
Pacific Gas and Electric Company (PG&E) (www.pge.com), a subsidiary of PG&E Corporation, is one of the
largest combined natural gas and electric energy companies in the United States. Based in Oakland with more
than 23,000 employees, the company is the primary natural gas and electric service provider for Northern and
Central California. The company’s 70,000-square-mile Service Area stretches from Eureka to the north to
Bakersfield in the south and from the Pacific Ocean in the west to the Sierra Nevada in the east. PG&E delivers
some of the nation’s cleanest energy to 16 million people.
Summary:
The California Public Utilities Commission (Commission) in Decision 24-02-046 approved implementing this CBO
Pilot Program to reduce residential energy service disconnections by PG&E, Southern California Edison
Company, San Diego Gas & Electric Company, and Southern California Gas Company, collectively referred to as
the (IOUs). The Commission’s directive requires the IOUs contract with certain CBOs to provide the Pilot
Program to assist up to 12,000 customers with managing their unpaid bills, enrolling in energy assistance and
energy efficiency programs, and arranging bill payment plans. The IOUs must award contracts to the CBOs for
Program implementation within 180 days of the Decision’s effective date which shall conclude no later than
790 days after the Decision’s effective date.
Contract Opportunity Description:
PG&E seeks CBO bidders (Bidder) to implement the Pilot Program to serve at least 4800 customers who face
difficulty in resolving their utility bill debt by helping them to identify financial assistance options. Customers to
participate in the Pilot Program must be recruited from specific PG&E zip codes, which include Bakersfield,
Fresno, Kelseyville, Lakeport, Lower Lake, and Stockton as identified below:
