Manages the organization’s learning strategy for enterprise training. Assesses enterprise learning needs and develops and manages a portfolio of learning and career development programs. Supports learning and development efforts around critical organizational initiatives related to people and culture. Utilizes a variety of learning strategies and technologies to achieve desired outcomes. Evaluates and reports the status and impact of career development and learning programs and initiatives to the Director of DEIB, Learning and Sustainable Communities. Administers corporate mandatory training program and learning and development technologies. Oversees consultant contracts for training services. Establishes and maintains process and procedures for learning design, development, delivery and evaluation using multiple learning modalities. Performs relevant duties and supervises staff in the execution of programs to ensure they provide for a skilled, productive and inclusive workforce.
Oversees the development, implementation and managing of department goals, objectives, policies and priorities in partnership with the department Director; selects, trains, motivates, evaluates and develops subordinate personnel and ensures that department strategic objectives and priorities are achieved and coordinated with other departments.
- Directs the work of the career development and learning team to align with the strategic direction of the organization and DEIB, Learning and Sustainable Communities department, providing clarity of purpose, role and desired outcomes for the team. Maintains staffing levels and work quality to meet defined objectives and assigned unit responsibility by interpreting and executing SMUD strategies, policies and procedures that affect the team’s work; recommends modifications to operating policies; performs work and oversees and evaluates work through staff supervisors or experienced senior employees who exercise independence in their assignments; ensures consistent high-quality delivery and documentation of processes; hires, trains, coaches, mentors, evaluates, develops, and performance manages staff; advises units on tasks and operations as required to solve complex problems.
- Supervises and administers internal/external career development and learning programs related to management, supervisory and employee development by: assessing SMUD’s short- and long-term training and organizational development needs and aligning to SMUD’s overall business and people strategies; overseeing the assessment, design, development and implementation of career development and learning strategies and programs; develops evaluation approach and metrics to measure business impact and drive continuous improvement; developing and guiding selection of external training programs, including making data-driven recommendations on make vs. buy strategies, setting the instructional and performance objectives, and assessing if they have been achieved; and conducting follow-up evaluation and coordination of any modifications of training and development programs. Consults with management on training solutions related to high priority business process changes and improvements; to identify resources and staffing of a portfolio of programs; and researches workforce and learning and development trends.
- Coordinates specialized training programs, identified through business needs assessment to discover any special training needs; overseeing the selection, implementation and scheduling of these training courses; and conducting periodic evaluations of such programs.
- Develops and maintains organizational communications (iNet) and other communication channels to ensure employees have knowledge of training and development events and resources.
- Ensures that SMUD management and employees receive adequate guidance and assistance in support of their training and career development goals and SMUD’s desire for a current and future skilled and prepared workforce; that SMUD policies and procedures have been communicated, understood and complied with.
- Assists in the development, revision and communication of SMUD’s mandatory training program, partnering with SMUD’s subject matter experts; ensures that SMUD requirements, guidelines and procedures for mandatory training are effectively implemented.
- Assists in developing and administering the department budget by monitoring unit budget expenditures against plan; identifying and reconciling budget anomalies; monitoring and revising schedules, expenditures and assignments as warranted; reviewing quarterly and end-of-year budget results; developing unit budget recommendations for the next fiscal year; and participating in the review of preliminary department budget recommendations.
- Assists in overseeing internal/external department projects by identifying project objectives; identifying internal/external project teams; developing Request for Proposals where applicable; negotiating contract terms; developing project plans including schedule, cost, key work products and milestones; monitoring project progress and completion against plan/contract; revising schedules, scope, expenditures and assignments as warranted; reviewing work products; resolving conflicts and discrepancies; maintaining project records and files; participating in the overall review of the completed project results; and making recommendations for next steps.
- Ensures department projects are completed within scope, budget, schedule and meet SMUD quality and policy standards.
- Performs other related duties as needed to include working outside of typical business hours when necessary.
- Bachelor’s degree majoring in Business Administration, Human Resources Management, Training, Public Administration, or related field from an accredited college or university.
- At least five (5+) years of progressively responsible lead or supervisory relevant work experience in learning and development and/or career development program design and implementation.
Adult learning fundamentals and best practices for training needs assessment, design, development, implementation, and evaluation; fundamentals and techniques of supervision and management; strategic business planning methods and techniques; trends in management and employee development and training; fundamentals of inclusion and equity related to development programs learning essentials; Human Resources record keeping systems; budgeting methods and techniques; project management techniques; contract administration; negotiation techniques; federal, state and local laws and regulations governing Human Resources operation; safety policies, practices and procedures; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.
Supervise and manage staff; develop and maintain processes and systems to manage a portfolio of programs and projects simultaneously; develop and implement policies, programs and procedures; conduct budget preparation and expenditure control; negotiate effectively; manage external vendors and contracts; manage a portfolio of career and learning development programs, projects and schedules; evaluate and research training options and alternatives; design and implement effective training and development programs; evaluate data related to people strategies and development programs; exhibit strong business acumen; interpret and apply Civil Service Rules, standard SMUD policies and procedures, labor agreements, and government rules and regulations; prepare comprehensive and complex reports; communicate effectively orally and in writing; develop and deliver presentations to diverse groups or one on one; utilize technology applications, systems and software relevant to career development and learning; communicate effectively orally and in writing internally/externally; demonstrate strong personal integrity and a collaborative style; build and sustain productive, effective working relationships internally and externally.
- Certification in learning and development related function(s) such as Certified Professional in Talent Development (CPTD) and/or Society of Human Resource Management.
- Senior Certified Professional (SHRM – SCP) credential.
- Knowledge of DEIB principles and practices and the ability to weave DEIB into the learning experience in ways that are applicable and constructive.
