NOTICE OF INVITATION FOR BID:
Sacramento Regional Transit District (SacRT) announces that it will seek bids for the work entitled:
GOLD LINE TIMBER CROSSTIE REPLACEMENT PROJECT
Bids must be submitted through SacRT’s PlanetBids Vendor Portal no later than 2:00 p.m. on THURSDAY, JANUARY 30, 2025, at which time bids will be publicly available to view on the PlanetBids site.
General work description: Work consists of replacing existing timber crossties on an active track as shown in the Contract Documents. The work includes, but is not limited to: remove and dispose of old timber crossties; provide and install ballast; tamp, line and surface track; provide and install timber crossties using existing tie plates; install new Contractor-furnished spikes and rail anchors; and all associated site work required to complete the work.
The work that is the subject of this bid is a public work within the meaning of Chapter 1 (beginning with Section 1720) of Part 7 of Division 2 of the California Labor Code to which Section 1771 (Payment of Prevailing Wages) applies.
Contractor license classification at the time of award must be Class A or Class B.
It is the policy of the U.S. Department of Transportation that Disadvantaged Business Enterprises (DBEs), as defined in 49 C.F.R. Part 26, are encouraged to participate in the performance of contracts financed in whole or in part with federal funds. As a condition of federal grant assistance, SacRT has adopted a DBE program for SacRT’s federally-funded contracts. Consequently, the DBE requirements of 49 C.F.R. Part 26 apply to this contract.
No DBE goal has been established for this Contract. However, if subcontracting opportunities exist for the work required for this Contract, Bidders/Proposers must ensure that DBEs have the opportunity to participate in the performance of this Contract. Contractor must not discriminate on the basis of race, color, national origin, sex, disability or age in the award and performance of subcontracts. Attachment 6 Disadvantaged Business Enterprise Program Contract Provisions sets out the requirements Contractor must meet if any certified DBE firms perform on this Contract. To allow SacRT to track race-neutral DBE participation for Contracts without a DBE goal, Bidders are expected to submit the DBE Commitments Form (DBE Form 1a) for all solicitations without an established goal and in which a DBE will be participating.
SacRT hereby notifies all Bidders it will affirmatively ensure that, in regard to any contract entered into pursuant to this solicitation, all contractors will be afforded full opportunity to submit a bid in response to this invitation and will not be discriminated against based on race, color, creed, sex, disability, age, or national origin in consideration for an award.
SacRT does not prequalify subcontractor firms. However, Prime Contractors are encouraged to review the Prospective Bidders list on PlanetBids to find interested firms for subcontracting opportunities.
