The City of Sacramento, Department of Public Works is soliciting proposals to: provide a review of up to nine City of Sacramento franchised commercial waste haulers. The audits will occur over a three-year period with approximately three audits conducted per year. At the time of posting, the City of Sacramento has 20 franchised waste haulers that operate in the City. Haulers provide permanent waste collection services for garbage, recycling, and organics to commercial properties, special event waste services, and/or temporary roll-off dumpsters for construction and demolition projects and junk removal, depending on the hauler. The City provides an open market system where haulers set their own rates, and commercial properties may contract with the franchised hauler of their choice for a variety of services. For example, a property may contract with one hauler for garbage and organics service, and contract with a different hauler for recycling service.

In response to the Request for Proposals, the City anticipates receiving competitive pricing as well as an assurance of quality services.

The City intends to award one contract, however, it may choose to award additional contracts as the City deems necessary to meet the City’s needs.

The proposed budget for this project/contract is under $250,000.

The City does not have an existing contract for commercial franchised waste hauler auditing services.

The audits will be for both accuracy and completeness of the following:
• Franchisee’s fee payments to the City of Sacramento for a specific quarter.
• Franchisee’s diversion and disposal tonnage records for that same quarter.
• Franchisee’s compliance with City of Sacramento Commercial Waste code related to fee payments and tonnage.
