Description
The City Manager’s Office of Innovation and Economic Development (OIED) administers the Small Business Assistance Program (SBAP). OIED is seeking a core technical assistance provider (cTAP) that can deliver an array of business services to Sacramento-based small businesses and entrepreneurs.
The SBAP is focused on inclusive and equitable economic development and small business assistance services. The SBAP invests in Sacramento’s Property and Business Improvement Districts (PBIDs) for outreach and engagement activities to build relationships with small businesses and entrepreneurs, assess their needs, and connect them to relevant programs and subject matter experts to help them start and grow their business.
The role of the cTAP is to work directly with businesses referred to by OIED staff to resolve a business-specific need. The cTAP should build trust and rapport with the businesses, provide intake and discovery to assess the request for service, log the case or inquiry in a database, recommend appropriate action, and deploy subject matter experts that can resolve the request for service. To evaluate the efficacy of service delivery and monitor business growth, the cTAP should provide ongoing case management, and with reasonable frequency, conduct surveys, with which to communicate the progress being made, back to OIED. This information should be captured in the cTAP’s database with the ability to provide regular and ad-hoc reports. OIED is also funding a myriad of specialized technical assistance providers (sTAP) that will provide extensive technical assistance – in specific growth areas identified by OIED – beyond the cTAP’s services.
The cTAP will be partially funded from one-time federal American Rescue Plan Act reinvestment funds and from a U.S. Small Business Administration grant to the City of Sacramento.
In response to the Request for Proposals, the City anticipates receiving competitive pricing as well as an assurance of quality services.
The City intends to award one contract to a single cTAP; however, it may choose to award additional contracts as the City deems it necessary to meet its needs. In addition, the City will rely on this RFP to contract with new cTAPs should additional funding become available.
The proposed budget for this project is not to exceed $300,000 for one year, but with the potential to extend for an additional year, should other funding become available.
