Description: On behalf of the IOUs, PG&E is conducting this solicitation to select a Bidder(s) to develop and implement the evaluation of the CBO Pilot to assess if the case management is effective. Specifically, to determine if the CBO Pilot has impact in reducing arrearages and level of disconnections, if its quantitative and qualitative benefits sufficiently outweigh costs to warrant expansion, and if scale expansion is warranted. The CBO Pilot evaluation tasks will include: • Develop evaluation plan and assess experimental design. • Devise quasi-experimental design for evaluation. • Determine metrics and set up data collection. • Document processes and recommend improvements. • Quantify impacts and conduct cost-benefit analysis.
